It is sometimes difficult to create this kind of strong leadership in a homeowners association because of the fact that all of the people involved in the association are neighbors. This often makes everyone feel that they are peers and people often feel strange acting as leaders to their peers. However a person with good leadership skills will be able to lead the group without acting superior to the group.
